摘  要:党的二十大报告强调要全面加强国家安全教育,高校国家安全教育是国家安全教育的重要组成部分。基于多源流理论,以现实问题向政策议题的流变为分析视角,对高校国家安全教育政策议题的建构过程进行解析。高校国家安全教育的现实问题通过数据指标、焦点事件、运行反馈呈现,并通过问题流的独立路径以及与政策流、政治流的耦合路径进入政策之窗,成为政策问题。进入政策议程后,需要通过筛选和把握关键性政策问题来形成政策议题,并对此进行分析和讨论,借此来深化高校国家安全教育的议题精准度,在此基础上形成可能的议题方案和选项,实现对现实问题的间接回应。这一过程动态呈现了高校国家安全教育相关的现实问题如何引起决策者关注、进入政策议程形成政策议题的系统过程。The report of the 20th National Congress of the Communist Party of China emphasized to comprehensively strengthen national security education.National security education for college students is an important organizational part of national security education.Based on the multiple-streams theory,this study,from the evolution perspective of practical problems to policy issues,analyzes the construction process of national security education policy issues for college students.The practical problems of national security education for college students are presented through data indicators,focus events and operational feedback,and enter the policy window through the independent path of the problem flow and the coupling path with the policy flow and the political flow,forming policy problems.After entering the policy agenda,it is necessary to form policy issues through screening and grasping key policy issues,and analyze and discuss them,so as to deepen the accuracy of national security education for college students issues,and form possible policy plans to indirectly respond to practical problems.This process dynamically shows how the practical problems related to national security education for college students attract policy makers’attention,and how to enter the policy agenda to form policy issues.
