摘 要:市域社会治理现代化是中国式现代化的重要作用域,更是谋求地区多元素平衡发展,不断优化和调整区域现代化的整体性空间系统结构,市域空间要素差异的存在对于市域现代化质量提升和政策推进影响显著。本文基于空间堕距理论视角,针对市域社会治理不同类型区块的空间资源、制度覆盖、组织活力及治理手段等问题,以市域治理区块整合的过程及路径为切口,剖析市域社会治理各区块在空间实践、空间表征以及再现性空间层面的差异化特征。以南京市域的三个区块为分析案例,归纳出边缘区块组织功能调适的“渐进变革型”路径、过渡区块制度要素提质的“衔接融合型”路径以及成熟区块质量内涵升级的“引领创新型”路径三种类型,提出促进边缘区块市域治理组织功能的稳步革新,强化过渡区块市域治理制度资源的吸纳建构以及深化成熟区块市域治理结构要素示范创新的实践举措,达到弥合不同类型空间堕距之目的,进而深入推进市域社会治理现代化创新实践的发展进程。The modernization of urban social governance is an important scope of Chinese-style modernization.It seeks the balanced development of regional multi-elements and constantly optimizes and adjusts the overall spatial system structure of regional modernization.The existence of differences in urban spatial elements has a significant impact on the improvement of the quality of urban modernization and the promotion of policies.Based on the perspective of spatial lag theory,this paper aims at the spatial resources,institutional coverage,organizational vitality and governance means of different types of blocks in urban social governance,and takes the integration process and path of urban governance blocks as the incision to analyze the differentiation characteristics of urban social governance blocks in spatial practice,spatial representation and spatial reproducibility.Taking three blocks in Nanjing City as analysis cases,three types of organizational function adjustment path of edge block are summarized,which are "progressive transformation" path,"convergence and integration" path,and "leading innovation" path of development connotation upgrading of mature block,and it is proposed to promote the steady innovation of governance organization function of edge block city.The practice measures of strengthening the absorption and construction of institutional resources of transitional blocks of municipal governance and deepening the demonstration and innovation of elements of mature blocks of municipal governance structure achieve the purpose of bridging different types of spatial lag and further promote the development process of modern innovative practice of municipal social governance.
