“潮汐式”医疗援助对乡村旅游区卫生资源配置的探索

摘　　要：旅游是全面乡村振兴产业的重要组成部分,随着乡村旅游的蓬勃发展,对当地的医疗设施配备和医护人员能力提出了更高的要求,同时乡村旅游景区受到淡旺季的影响,固定的卫生资源配置难以适应流动的游客量。“潮汐式”医疗援助是根据人流量动态调整医疗资源配置的一种医疗援助模式。文章通过梳理“潮汐式”医疗援助模式的实施情况及其取得的成效,总结当前存在的问题,针对构建“潮汐式”医疗援助的长效机制,即整合机制、激励机制、控制机制、保障机制,提出相关建议,促进“潮汐式”医疗援助的可持续、高质量发展,提高乡村旅游地医疗资源配置的公平性及可及性。Tourism is an important part of the overall rural revitalization industry.With the booming development of rural tourism,higher demands are placed on local medical facilities and the capacity of medical personnel,but rural tourism is affected by peak and off seasons,therefore it is difficult for the fixed allocation of health resources to adapt to the flow of tourists.“Tidal” medical assistance is a medical assistance model that dynamically adjusts the allocation of medical resources according to the flow of people.In this paper,we reviewed the implementation and effectiveness of the “tidal” medical assistance model,summarized the current problems,and put forward suggestions for the construction of a long-term mechanism for tidal medical assistance,i.e.integration mechanism,incentive mechanism,control mechanism and guarantee mechanism,in order to promote the sustainable and high-quality development of such medical assistance and improve the equity and accessibility of medical resources in rural tourism areas.
