摘　　要：发展农村集体经济要求形成与之相适应的产业组织方式。党组织领办合作社是面向发展农村集体经济的现实需要而设计的产业组织方式,在社员结构、出资机制、决策机制、分配机制等方面具有独特的制度安排,能够带动土地规模经营、发展乡村特色产业和增加集体资产收益等,并以资源发包、物业出租、居间服务、资产参股等方式,将产业收益尽可能多地留存于村集体内部。党组织领办合作社经济效果的实现,需具备适宜的产业项目、集体资产入社、与农村集体经济组织分工协作、农民充分参与等条件。The development of rural collective economy requires the formation of a suitable industrial organization mode.The cooperatives established by the Party organizations is an industrial organization mode designed to meet the practical needs of developing rural collective economy.It has a unique institutional arrangement in terms of membership structure,capital contribution mechanism,decision-making mechanism and distribution mechanism,which can promote the scaled operation of rural land,develop industries with local features and increase the income from collective assets,and keep the industrial income as much as possible in the village collectives by means of resource contracting,property leasing,intermediary services and asset participation.To realize the economic effect of establishing cooperatives led by Party organizations,it is necessary to have suitable industrial projects,collective assets entering cooperatives,division of labor and cooperation with rural collective economic organizations,and full participation of farmers.
