摘  要:包装关系国计民生,发展环境友好包装是国家推进绿色生态的重要组成部分。本文全面分析了各类包装材料特点、性能和应用,调研总结了国内包装行业发展现状、包装废弃物处理现状及存在问题,梳理总结了我国近年来在包装领域相关法规、政策和标准,提出了适应我国国情的环境友好包装材料绿色发展方向和包装废弃物清洁高效规模化回收再利用策略:从包装设计、合成、加工、应用和废弃物处理全链条发展环境友好包装材料,使其在整个生命周期内对环境不造成污染;加强政府引导,提高公民环保意识,完善包装相关法律法规、政策标准和激励制度,明确包装生产、销售、消费、回收等各环节参与者的责任和义务,推动我国包装行业绿色、低碳、循环发展。Package is closely related to the national economy and people's livelihood.Development of environmentally friendly package is very important for promoting green ecology in China.This article comprehensively analyzed the characteristics,performance and applications of various packaging materials,and deeply investigated and summarized the current development of the domestic packaging industry,the problems of the packaging wastetreatment,as well as the relevant policies in the packaging field in recent years.Accordingly,the strategies for development of environmentally friendly packaging materials and packaging waste treatment and management were proposed,i.e.,promoting the green development of packaging materials along the entire chain of design,synthesis,processing,application and waste disposal,with no environmental pollution throughout their entire life cycle;strengtheningthe government guidance;improvingthe relevant laws,regulations and policy standards for packaging materials;enhancing citizens'awareness of environmental protection;clarifying the responsibilities and obligations of the participants of packaging production,sales,co nsumption and recycling,so as to promote the green,low-carbon,circular economy development of the packaging industry in China.
