典型评选:县域统合治理的实践逻辑与优化路径——基于鄂西南F县的案例

摘　　要：县域典型评选是从群众中挖掘符合社会主义精神文明建设的典型人物,以此产生社会宣传价值的评选活动。典型评选活动以县域精神文明建设为本质目的,县级党委政府通过高度组织、层层竞选、考核督导、公共宣传等统合治理机制对其进行整合、识别、管理与推广,以产生社会治理与政治宣传的双重效应。因吸纳多中心工作任务,典型评选逐渐以多重政府目标为导向,其复杂政策与简约治理体制之间蕴含张力,容易造成基层工作负担过重、群众参与意愿不强以及县域社会秩序混乱等问题。县级党委政府在开展典型评选活动时需要弱化行政意图的冗余目标,完善和强化乡村组织体系建设,合理引导县域社会的精神文明建设,从而实现乡村振兴与县域治理的有效衔接。The county typical selection is a selection activity that excavates typical images from the masses who conform to the construction of socialist spiritual civilization and produces social propaganda value.The typical selection activity takes the construction of spiritual civilization in the county as the essential goal,and the county-level government integrates,identifies,manages and promotes it through integrated governance mechanisms such as highly organized,layered election,assessment and supervision,and public publicity,so as to give play to the dual effects of social governance and political propaganda.Due to the absorption of multi-center tasks,the typical selection is gradually guided by multiple government goals,and there is tension between its complex policies and simple governance system,which is easy to cause problems such as excessive burden of grassroots work,weak willingness of the masses to participate,and disruption of the social order of the county.When carrying out the typical selection activities,county-level governments need to weaken the redundant goals of administrative intentions,improve and strengthen the construction of rural organizational systems,reasonably guide the construction of spiritual civilization in county society,in order to realize the effective connection between rural revitalization and county governance.
