摘　　要：数字化治理是现代国家建设的重要载体,新加坡人民行动党在长期执政过程中,不断依靠自身现代化变革来引领国家现代化,其中数字技术与政党自身治理协同共进起到至关重要的作用。随着各种数字化技术不断叠加升级,新加坡人民行动党不断调试自身发展策略,充分挖掘数字化进程中潜在的政治意蕴,在政党治理理念、治理方式、治理策略等方面建构起政党与国家权力分配相对平衡的数字化治理思路,进而形成组织与技术耦合的“政党引领型”国家现代化发展模式。因此,从技术治理、组织演进层面分析新加坡人民行动党引领国家现代化的逻辑理路,探讨数字化时代提高政党治理和国家治理能力的价值意蕴,对于中国共产党领导中国式现代化具有重要价值意义。Summary:With the constantly upgrading and development of technology,multiple digital technological o⁃verlaps have entered the area of social life.And the core functions of the technologies have increasingly been deeply linked to elements of the existing political order,and digital governance has been an important parameter in modern state building.In its long history of governance,the Singapore People’s Action Party(PAP)has relied on its own modernization to lead the country’s modernization,with digital technology playing a crucial role in synergy with the party’s own construction.In order to respond to the challenges to the political order posed by the increasing convergence of man⁃ma⁃chine⁃object in digital technologies,the PAP continues to adjust its own development strategies,fully exploiting the potential political implications of the digital process,and constructing a digital governance concept with a rel⁃atively balanced distribution of power between political parties and the state in terms of political party governance concepts,governance methods and governance vehicles.Particularly,it makes efforts to address the realities of data openness and security,digital technology empowerment,digital innovation and digital inclusion,and makes joint efforts to form a governance model for the synergistic development of digital technology,organizational de⁃sign,ethical systems and institutional mechanisms.This process has been forming a party⁃led effective model path of state modernization and development that couples organization and technology.In the new era,the modernization of governing political party is a precondition for Chinese moderniza⁃tion,requiring the leadership of the party to be the political guarantee for Chinese modernization and setting the application of digital technology as the guarantee motive and goal for Chinese modernization.The“party⁃led”model of state modernization is effective.Therefore,it is of great value for the Communist Party of Chi⁃na to lead a Chinese p
