滇中高原湖区经济高质量发展评价及优化建议

摘　　要：以滇中湖区的昆明市和玉溪市为研究对象,2016-2020年为研究时段,从高质量发展的五个维度,构建了评价体系,对湖区经济发展质量进行测度。评价结果显示,(1)湖区经济发展质量一般,呈现缓慢上升趋势,昆明市年度综合得分均值(0.5096)高于玉溪市(0.4096),协同发展程度较低。(2)科技创新能力不足、生产力水平较低和水资源缺乏是制约湖区经济高质量发展的主要因素。(3)优化产业结构和加大人力资本投入能够在一定程度上推动区域协同发展,提高湖区经济发展质量。Taking Kunming and Yuxi in the Plateau Lake of the Central Yunnan Province as the research objects,and the research period from 2016 to 2020,an evaluation system was constructed from five dimensions of high quality development to measure the quality of economic development in the Plateau Lake.The evaluation results show that,(1)the quality of economic development in the lake area is average,showing a slow upward trend.The average annual comprehensive score of Kunming(0.5096)is higher than that of Yuxi(0.4096),and the degree of coordinated development is low.(2)Insufficient scientific and technological innovation capability,low level of productivity and lack of water resources are the main factors restricting the high-quality economic development of the lake area.(3)Optimizing the industrial structure and increasing human capital investment can promote regional coordinated development to a certain extent and improve the quality of economic development in the lake area.
