摘 要:未来,我国新能源仍将保持快速发展态势,有必要从顶层设计层面超前开展科学研究,优化发展目标。在满足主观发展需求和客观发展限制条件的基础上,从系统成本角度出发,提出一种受端电力系统风电、光伏、储能发展配比建议的总体研究方法。考虑各地区的发展需求、发展限制等政策,资源方面的主、客观条件,针对某一具体的电力系统,明确其相关边界条件,构建计算模型。仅针对风电、光伏、储能的装机配比作为敏感性分析条件开展计算研究,对满足发展需求和符合发展限制条件的各方案,以系统成本最低为原则,总结发展结论。结论表明,针对不同结构形式的电力系统和不同的风力、光照等自然资源条件,过高的新能源利用率要求可能会增大系统总体成本,在一定的利用率前提下,当风光配比处于一定的区间时,可使得系统总体供电成本相对较低,因此在规划阶段可据此适当考虑发展目标。It is expected that China's new energy will still keep in a rapid development trend in the future,and it is necessary to carry out scientific research from the top-level design level in advance to optimize development goals.On the basis of satisfying subjective development needs and objective development constraints,an overall research method for the development ratio of wind power,photovoltaic and storage in the receive-side electrical power system was proposed from the perspective of systemic costs.Firstly,considering the subjective and objective conditions of policies and resources such as development needs and restrictions in various regions,the relevant boundary conditions of a specific power system were clarified and a calculation model was constructed.Secondly,calculation research was conducted only based on the sensitivity analysis of the installed configuration ratio of wind power,photovoltaic,and energy storage.Lastly,the development conclusions were summarized based on the principle of minimizing system costs for each plan that meets development needs and meets development constraints.The conclusion indicates that according to the power system of different structural forms and different natural resource conditions such as wind power and light,high requirements on the utilization rate of new energy may increase the overall cost of the system.Under a certain utilization rate,when the ratio of wind power and photovoltaic is within a certain range,the overall power supply cost of the system can be relatively low.Therefore,development goals can be properly considered in the planning stage based on this.
