摘　　要：在《立法法》修正背景下,通过《内河交通安全管理条例释义》对《内河交通安全管理条例》第2条规定的释义为例,以有关概念及释义属性为研究出发点,分析《内河交通安全管理条例释义》正当性的困境,提出改良的对策。Under the background of the amendment of the Legislation Law,this paper takes the interpretations on Article 2 of the Regulations of People's Republic of China concerning Traffic Safety in Inland Waters as an example.Based on the related concepts and the attributes of the interpretation,this paper analyzes the dilemma of the legitimacy of the interpretation of inland traffic safety management regulations,and puts forward countermeasures for improvement.
