国土空间规划体系下村庄规划与传统村落保护发展规划两规合一联合编制方法的探讨

摘　　要：国土空间规划体系下,村庄规划是法定规划,是国土空间规划体系中的详细规划,是乡村地区进行各项建设的法定依据,属多规合一的实用性综合规划。传统村落是村庄中具有特定属性的一种,传统村落保护发展规划是专项规划,其规划内容重点体现对村庄历史文化价值的有效保护和活化利用。两种规划的编制对指导村庄的保护和发展都具有重要的意义,但其在规划内容和规划成果审批程序上存在一定的局限性、相似性、重复性,无形中在规划编制工作开展时造成了人力、物力、财力的浪费。为此,本文就村庄规划与传统村落保护发展规划如何联合编制的方法进行探讨,以期实现两规合一,提高规划的实用性、可操作性,进而更科学有效指导村庄的保护和发展建设。Under the territorial spatial planning system,village planning is a statutory plan,a detailed plan in the territorial spatial planning system,and a legal basis for various construction in rural areas.Traditional village is a kind of village with specific attributes,and the protection and development plan of traditional village is a special plan,and its planning content focuses on the effective protection and activation of the historical and cultural value of the village.The preparation of both kinds of plans is of great significance to guide the protection and development of villages,but there are certain limitations,similarities and duplications in the planning content and planning results approval procedures,which invisibly cause waste of manpower,material resources and financial resources when planning is carried out.Therefore,this paper discusses how to jointly prepare village planning and traditional village protection and development planning,so as to realize the integration of the two plans,improve the practicality and operability of planning,and then guide the protection and development of villages more scientifically and effectively.
