摘　　要：在高等教育机构社区参与日益受关注的背景下,欧盟开发了多项促进高等教育机构社区参与的项目及工具,其中2018年欧盟“伊拉斯谟+”计划资助的TEFCE项目对于欧盟促进高等教育机构社区参与的理念以及评价方式具有较为全面的分析和体现。研究发现,TEFCE项目对高等教育机构社区参与的评价体现出设计理念强调互惠性、评测标准具有综合性、注重参评机构的自我反思以及结合内外部评价等特点,可对我国高等教育机构的社会服务评价提供一定借鉴。The European Union has developed several projects and tools to promote universities’community engagement.The TEFCE project(Towards a European Framework for Community Engagement in Higher Education)funded by the“Erasmus+”Project in 2018 has a comprehensive analysis and demonstration of the European Union’s concept and methods in this field.It is found that the concept of TEFCE’s design emphasizes reciprocity and universities’self-reflection,the evaluation standard is synthetic,and the evaluation process combines internal and external evaluation,which can bring certain enlightenment for the evaluation of social services of higher education institutions in China.
