从增量到提质:智慧养老服务的运行困境与推进路径

摘　　要：智慧养老为养老服务的便捷供应提供了有效手段,它是现代信息技术条件下提高养老服务质量和水平的重要服务革新。从文化、生理、心理、价格等需求层面出发,通过对N市、C市等地的走访调查发现:由于技术负能、主体缺位、学习排斥等方面问题,持续增量的智慧养老服务供应并未充分有效满足老年人多样化且复杂的养老需求。因此,在实施积极老龄化发展战略的进程中,不仅需要扩展智慧养老服务的量化空间,而且需要通过采取技术包容性发展、社会主体多元协同和文化助推学习等举措,使技术回归到为人服务的内在本质上来,以此推动智慧养老服务的优质化可持续发展。Intelligent old-age care provides an effective means for the convenient supply of old-age care services.It is an important service innovation to improve the quality and level of old-age care services under the conditions of modern information technology.From the perspectives of cultural,physiological,psychological,and pricing needs,through visits to cities such as N and C,it was found that due to issues such as technological disability,subject vacancy,and learning exclusion,the continuously increasing sup⁃ply of smart elderly care services has not fully and effectively met the diverse and complex elderly care needs of the elderly.Therefore,in the process of implementing the active aging development strategy,it is not only necessary to expand the quantitative space of intelligent old-age care services,but also to take measures such as inclusive development of technology,diverse collaboration of social entities,and cultural assistance learning to return technology to the essence of serving people,in order to promote the high-quali⁃ty and sustainable development of intelligent old-age care services.
