批而未建土地监测应用研究——以湖南省怀化市为例

摘　　要：基于第三次全国土地调查(三调)成果和1∶2000数字正射影像,综合应用GIS空间分析、目视解译、统计分析等方法,逐项清理核实了2000—2019年怀化市批准的新增建设用地,查清了怀化市历年批而未建土地的数量和分布情况。结果表明,三调成果为批而未建土地的监测提供了数据基础,监测方法简便易行,能快速获取每宗土地红线范围内的实际利用状况。后续可结合年度土地变更调查项目,实现对批而未建土地监测工作的常态化、规模化应用。Based on the third national land survey results and 1∶2000 DOM data,we used GIS spatial analysis,visual interpretation,statistical analysis and other methods to check and verify the new construction land approved by Huaihua City from 2000 to 2019 one by one,and found out the number and distribution of land approved but unbuilt in Huaihua City over the years.The results show that the third national land survey results provide a data basis for land approved but unbuilt monitoring.The monitoring method is simple and easy,and can quickly obtain the actual utilization status within the red line of each land.In the follow-up,it can be combined with the annual land change survey project to realize the normalization and large-scale application of the land approved but unbuilt monitoring.
