北京2022年冬奥会我国参赛目标、参赛成绩审视与后冬奥时代发展战略思考

摘　　要：北京2022年冬奥会是我国重要历史节点的重大标志性活动,对带动我国冰雪运动发展起到积极的促进作用。通过审视我国冰雪项目在北京2022年冬奥会上“全项目参赛”“最好成绩”2个目标的达成效果,进而思考后冬奥时代我国冰雪运动发展战略。研究认为:1)从参赛项目看,我国实现全部7个大项、15个分项参赛,但在109个小项中有6个小项未获得参赛资格。2)从参赛成绩看,共获得15枚奖牌,排名金牌榜第3位,多项成绩均创历史最佳。3)从竞技实力看,存在部分优势项目竞争对手增多、竞技实力保持难度较大,潜在优势项目多但向优势项目转化的难度较大,落后项目基础薄弱等问题。4)从后冬奥时代冰雪运动发展战略看,在竞技冰雪运动方面,实施扬精品、强实力、补短板、瞄增项“四要素”工程,落实多渠道、跨界项、多功能、全方位“四融合”方略及强化组织效能、科技助力、信息服务“三保障”举措;在群众冰雪运动方面,扩大冰运动地域覆盖,推动校园冰雪运动与赛事活动开展;在冰雪体育产业方面,拓宽冰雪体育产业融合发展模式,大力发展冰雪装备制造业;在冰雪体育文化方面,传播冬奥精神,讲好冬奥故事。The Beijing 2022 Olympic Winter Games is a major landmark event at an important historical juncture in China,which will play a positive role in promoting the development of China’s winter sports.By reviewing the achievement of the two goals of“full participation”and“best performance”of China’s ice and snow sports in the Beijing 2022 Winter Olympic Games,and the development strategy of China’s ice and snow sports in the post-Winter Olympics era is considered.The research shows that:1)From the perspective of competitive events,China realized full participation including 7 sports and 15 disciplines,but 6 of the 109 events did not qualify for the competition.2)From the competitive performance,China won a total of 15 medals,ranked third on the gold medal list,and achieved a number of best results in history.3)From the competitive strength,there were problems such as increasing competitors of some advantageous projects and difficult to maintain competitive strength,many potential advantage projects but difficult to convert into advantage projects,and weak foundation of backward projects.4)From the perspective of development strategy of ice and snow sports in the post-Winter Olympics era,in terms of competitive winter sports,the“four elements”project should be implemented to promote advantages,strengthen competitive strength,reinforce weaknesses and target new items,and the“four integration”strategy of multi-channel,cross-border,multi-functional and all-dimensional integration,and strengthen the“three guarantee measures”to strengthen organizational effectiveness,scientific and technological assistance,and information services;in terms of mass ice and snow sports,expand the geographical coverage of ice and snow sports,and promote the active development of campus ice and snow sports and competitions;in terms of ice and snow sports industry,expand the integrated development mode of ice and snow sports industry,and vigorously develop the ice and snow equipment manufacturing industry;in terms of ice
