摘　　要：发展新型农村集体经济是农业农村把握“三新一高”战略导向的必然选择。选择相对欠发达地区的甘肃省为研究区,把握农村集体经济嵌入乡村振兴战略的互促机制,对甘肃加快发展新型农村集体经济的重要意义进行理论阐释。结合相关资料文献的梳理归纳,注重实践探索与发展路径有机结合,集合典型案例与创新举措的系统总结,立足于对形成的新型农村集体经济发展的甘肃模式实证分析与理性认识的基础上,提出壮大新型集体经济的普适性启示,以期为同类研究提供经验借鉴与着力方向。同时紧密结合甘肃省情农情,突出靶向发力,聚焦数字技术、多元动力、金融服务、人才支撑等多维视角,提出增强甘肃新型集体经济发展力和持续力的对策建议为聚合改革动能,加快集体产权制度建设;注重数字赋能,加强集体“三资”监管;突出聚才汇智,筑牢乡村振兴人才基石;凝聚多方合力,推动构建多元发展格局;创新金融支持,破解集体经济融资短板;提升干事活力,健全考核评价激励机制。Developing the new rural collective economy is an inevitable choice for agriculture and rural areas to grasp the'Three New and One High'strategic orientation.Taking Gansu Province,a relatively underdeveloped region,as the research area,grasping the mutual promotion mechanism of rural collective economy embedded in rural revitalization strategy and giving theoretical interpretation for the significance of accelerating the development of new rural collective economy are undertaken in this study.Based on the empirical analysis and rational understanding of the Gansu model for the development of the new-type rural collective economy,a systematic summary of typical cases and innovative measures is presented by combining relevant materials and literature reviewing,highlighting the organic combination of practical exploration and development paths.Based on the empirical analysis and rational understanding of the Gansu model for the development of the new rural collective economy,the universal inspiration for strengthening the new collective economy is proposed to provide experience reference and focus direction for similar research.Meanwhile,by closely combining the agricultural situation in Gansu Province,highlighting targeted development,focusing on multi-dimensional perspectives such as digital technology,diversified driving forces,financial services,and talent support,countermeasures and suggestions are proposed to enhance the development and sustainability of the new collective economy in Gansu,i.e.,aggregating reform momentum to accelerate the construction of the collective property rights system,paying attention to digital empowerment to strengthen the supervision of collective'Three Assets',highlighting the gathering of talents to consolidate the cornerstone of rural revitalization talents,consolidating the joint efforts of multiple parties to promote the construction of a diversified development pattern,innovative financial support to address the financing shortcomings of collective economy,and enhancing the vi
