政法经费保障体制改革下政法转移支付资金管理研究

摘　　要：政法经费保障体制改革是通过政法转移支付资金进行财政资金的再分配,目前,其成效与问题并存。基层政法机关办案经费的供需矛盾表征为投入不平衡、重装备采购、轻管理、缺乏科学精细化管理等问题,为进一步优化政法转移支付资金管理,应坚持开源与优化责任机制并举、加强政法装备日常管理、完善政法经费分类保障机制、探索科学精细的管理机制及健全监督检查绩效考评机制,以更好地发挥政法工作在维护社会公平正义、安全稳定,以及保障人民核心利益方面的重要作用。The reform of political and legal fund guarantee system redistributes financial fund through the transfer payment of political and legal fund.Currently,the results coexist with the problems.The contradiction between supply and demand of case-handling funds in grass-roots political and legal organs is characterized by unbalanced investment,more attention on equipment procurement and less attention on management,inadequate scientific and refined management,and so on.For further optimization of fund management for political and legal transfer payment,the suggestions are made as follows:adhering to simultaneous development of open source and optimizing the responsibility mechanism;strengthening daily management of political and legal equipments;improving the mechanism for classifying and guaranteeing political and legal funds;exploring scientific and detailed management mechanisms;improving the mechanisms for supervision,inspection and performance evaluation.All these suggestions aim to better play an important role of political and legal work in maintaining social fairness,justice,security and stability,and safeguarding the people’s core interests.
