摘　　要：推进以县城为重要载体的城镇化建设的根本初衷是促进农牧民工就地市民化,其首要之举是增强农牧民工就地市民化意愿。应用计划行为理论进行分析发现,农牧民工就地市民化意愿介于主动融入和回避退却之间,其就地市民化意愿是基于行为态度、主观规范、知觉行为控制、政策制度等因素考量的结果。从韧性视角出发,提出增强个人、家庭、社区3个层面的韧性,以及加强其优势资源联结度与打造韧性社区等策略,提升农牧民工的挫折应对能力,对其进行韧性赋能,促进其就地市民化。The fundamental original intention of promoting the urbanization construction with the county as an important carrier is to promote the local citizenization of agricultural and animal husbandry migrant workers,and the first step is to enhance the local citizenization willingness of agricultural and animal husbandry migrant workers.Applying the theory of planned behavior to analyze,it is found that the willingness of local citizenization of agricultural and animal husbandry migrant workers is between active integration and avoidance retreat,and its willingness to local citizenization is the result of consideration based on behavioral attitudes,subjective norms,perceived behavior control,policies and systems and other factors.From the perspective of resilience,this paper puts forward strategies to enhance the resilience of individuals,families and communities,as well as strengthen the connection of their advantageous resources and build resilient communities,so as to improve the frustration coping ability of agricultural and animal husbandry migrant workers,enable them to be resilient,and promote their local citizenization.
