摘 要:论文针对当前海上救生模式现状,从环境条件、指挥机制、救援装备等方面入手,剖析其存在的明显弊端,提出影响当前海上救生模式救援成功率的主要影响因素:落水现场复杂海况、应急救援中心的指挥机制冗余、反应缓慢、资源协调和配置严重不足、救援装备发挥作用不明显。针对以上问题,提出天基智联海上应急救生系统的概念和设想,以经典理论——OODA环为指导构建其运行模型,以高精度定位加救援的流程方式实现海上救生的准确高效、反应迅速、多维救生。According to the current situation of the marine lifesaving mode,this paper analyzes its obvious disadvantages from the aspects of environmental conditions,command mechanism,rescue equipment.It puts forward the main factors that affect the success rate of the current marine lifesaving mode:the complex sea conditions at the scene of the fall,the redundant command mechanism of the emergency rescue center,the slow response,the serious lack of resource coordination and allocation,and the res⁃cue equipment does not play an obvious role.In view of the above problems,the concept and assumption of space-based intelligent link marine emergency rescue system are put forward,and its operation model is constructed under the guidance of the classical the⁃ory-OODA ring.The accurate and efficient,rapid response and multi-dimensional rescue of marine rescue can be realized by the process of high-precision positioning and rescue.
