摘　　要：当前俄罗斯内政外交的核心事件是俄乌冲突。俄乌冲突将在相当长的时间内对俄罗斯发展前景及国际格局产生深刻影响。对乌克兰采取的特别军事行动,是普京时代乃至俄罗斯历史上一个事关国家发展全局的战略性选择。因俄乌冲突的持续,俄罗斯面临极大的外部压力,但也不会轻易放弃自己的目标。无论是政治、经济、外交还是安全,俄罗斯都在经历苏联解体以来最大的一次危机和挑战。俄罗斯与美国等西方国家的地缘政治对抗的尖锐化和俄乌冲突的长期化,为俄罗斯寻求政局稳定带来了一系列新的考验。政权安全问题成为俄罗斯内政的重中之重,是俄罗斯一切工作的出发点和落脚点。俄罗斯为确保自身的政权安全构建了三大体系:以总统权力为核心的公共权力体系;以文化主权为核心的意识形态体系;以防范非政府组织(NGO)为核心的社会管控体系。这样的政权安全建设基本维护了俄罗斯的政治稳定。At present,the core event of Russia's domestic and foreign affairs is the Russia-Ukraine conflict,which will have a profound impact on Russia's development prospects and international configuration for a long time.The special military operation against Ukraine is a strategic choice which has a bearing on Russia's overall development in the Putin era and even in its whole history.Due to the ongoing conflict,Russia faces extreme external pressures,but it will not easily give up its goals.Whether politically,economically,diplomatically,or in security,Russia is experiencing one of its most severe crises and challenges since the collapse of the Soviet Union.The sharpening of Russia's geopolitical confrontation against Western countries such as the United States and the protracted conflict between Russia and Ukraine have brought a series of new tests to Russia's quest for political stability.The issue of regime security has become the top priority for Russia's internal affairs,and is the starting point and foothold of Russia's all work.Russia has built three major systems to ensure its regime security:a public power system with presidential power as its core;an ideological system with cultural sovereignty as its core;a social control system centered on the prevention of non-governmental organizations(NGOs).Such regime security construction has basically maintained Russia's political stability.
