摘　　要：研究根据马克思主义哲学原理,解读中国特色新型体育举国体制的三重内涵;基于组织绩效和功能分权理论,尝试构建中国特色新型体育举国体制的解释框架;继而指出特色之“特”在于“以人民为中心”的价值治理模式,新型之“新”在于“分布式协同”的权力治理结构,优势之“优”在于“以责促治”的效能转化机制。进而从以下4个层面剖析了中国特色新型体育举国体制的逻辑理路:坚持党的领导一以贯之的政治优势是其价值逻辑,从计划经济条件下的单一目标到达成多元利益条件下的重叠共识是其历史逻辑,实现行政驱动向制度化协同的转变是其治理逻辑,由总体支配到精准提升制度效能是其实践逻辑。This study,rooted in Marxist philosophical principles,provides an interpretation of the threefold essence of a new system for mobilizing the resources nationwide on sports with Chinese characteristics.Drawing from organizational performance and functional decentralization theories,it endeavors to construct an explanatory framework for the new system for mobilizing the resources nationwide on sports with Chinese characteristics.Furthermore,it emphasizes that the“characteristics”element lies in the value-based governance model“centered on the people”,the“new”aspect resides in the power governance structure of“distributed collaboration”,and the“advantageous”factor can be found in the mechanism of governance efficiency transformation through“responsibility encouragement”.Subsequently,the study dissects the logical path of a new system for mobilizing the resources nationwide on sports with Chinese characteristics across four dimensions:the political advantage of unwavering leadership of the Communist Party of China as its foundational logic,the historical logic of transitioning from a singular goal in a planned economy to achieving overlapping consensus amidst diverse interests,the governance logic of moving from administrative control to institutionalized collaboration,and the practical logic of shifting from overall dominance to precise enhancement of institutional efficiency.
