体育赋能乡村振兴的理论逻辑、现实困境与突破路径

摘　　要：体育赋能乡村振兴是指体育使乡村社会具有更强发展的能力、能量和更广阔的发展空间。体育赋能乡村振兴的理论逻辑表现为新发展阶段下体育强国进程与乡村振兴具有历史同步性,新发展格局下体育多元功能与乡村振兴需求具有实践耦合性,新发展理念下乡村体育全面发展与乡村可持续振兴具有体制机制协同性,反映了体育发展目的论与发展工具论的辩证统一。体育赋能乡村振兴的困境主要有“被动赋能”“体育无用”“农民主体淡化”“高质量发展理念缺失”的观念困境,城乡二元分治结构、新型举国体制效能未释放的体制困境,体育嵌入机制缺失、治理机制不完善、资源配置机制失当、动力机制不足的机制困境,乡贤及乡村建设人才稀少的人才困境。体育赋能乡村振兴需要做好顶层设计,构建“点-链-块”立体赋能乡村振兴的发展布局,重点推进乡村体育产业的高质量融合,加快建成一批体育赋能乡村振兴的重大工程,着力夯实乡村振兴的体育社会组织基础,多重嵌入体育赋能乡村振兴的支撑政策,培养“两懂两爱”的乡村建设体育人才。The concept of sports empowering rural revitalization refers to the injection of stronger development capabilities,energy,and broader growth opportunities to rural communities through sports.The theoretical framework of sports empowering rural revitalization can be observed through several key aspects:the historical alignment between the development of sports as a strong nation and the rural revitalization in a new developmental phase,the practical integration of the diverse functions of sports with the needs of rural revitalization within the context of a new development pattern,and the systemic coordination between comprehensive rural sports development and the sustainable revitalization of rural areas in line with new development ideologies.This concept reflects the dialectical unity of sports development as both a goal and a means to achieve development.Challenges in sports empowering rural revitalization primarily include conceptual hurdles,such as perceptions of“passive empowerment”,the notion that sports are of little utility,a diminishing role of rural communities,and a lack of well-defined high-quality development concepts.There are also systemic challenges,including the urban-rural dual structure,the yet-to-be-realized efficiency of the new nationwide system,the absence of mechanisms for integrating sports,imperfect governance structures,misallocated resources,and inadequate driving forces.Moreover,there’s a shortage of talent for rural development and sports.To effectively promote sports empowering rural revitalization,it is imperative to establish a comprehensive strategic framework,build a three-dimensional development layout characterized by“nodes,chains,and clusters”for rural revitalization through sports,prioritize the high-quality integration of rural sports industries,expedite the implementation of significant projects aimed at sports-driven rural revitalization,strengthen the foundation of sports-related social organizations supporting rural revitalization,enact multiple policies that
