摘　　要：做实基层行政检察是新时期法律监督改革的重要部分,对于加强检察法律监督职能具有重要意义,但在司法实践中,做实基层行政检察存在部分困境,这些困境严重影响了检察工作的全面协调和充分发展。究其原因在于立法对行政检察规定不明确、监督线索发现机制不健全、基层行政检察目标不明晰、监督程序不具体、行政检察部门设置不合理。对此,可从完善行政检察的立法规定、深化监督线索发现机制、以行政争议实质性化解为主要目标、细化行政检察监督程序、改革行政检察体制等五个方面探索做实基层行政检察的出路。As an important part of the reform of legal supervision in the new era,the grass-roots adminis⁃trative procuratorial work is of great significance to promote the function of procuratorial legal supervision.However,in judicial practice,there are some dilemmas in the implementation of grass-roots administrative procuratorates,which have seriously affected the overall coordination and full development of procuratorial work.The reason is that the legislation is not clear about the administrative procuratorial provisions,the su⁃pervision clue discovery mechanism is not perfect,the grassroots administrative procuratorial objectives are not clear,the supervision procedures are not specific,and the administrative procuratorial departments are unreasonable.In this regard,the way out of grassroots administrative procuratorial work should be explored from the following five aspects:improving the legislative provisions of administrative procuratorial work,deepening the discovery mechanism of supervision clues,taking the substantive resolution of administrative disputes as the main goal,refining the administrative procuratorial supervision procedures,and reforming the administrative procuratorial system.
