摘　　要：生态经济强调生态环境与经济发展的协调共生,是我国发展模式转型的必然选择。环境行政执法作为环境治理体系的关键一环,不仅保障环境治理的发展成效,也是促进经济发展转型的重要手段。我国传统“命令—控制”型环境执法方式强制性色彩浓厚、缺乏良性互动机制,需对执法主体转变执法理念,进行环境执法的生态化革新。基于我国环境行政执法的困境,我们应扩大多元主体、转变执法理念、更新执法方式。要促进环境行政机构垂直改革,引入环境行政约谈,适用环境行政合同等柔性执法方式,兼以适用刚性的“党政同责”追责制度,刚柔并济推动环境行政执法方式的生态化发展。The ecological economy emphasizes the importance of achieving a balance between economic development and the ecological environment,which is a necessary step for the transformation of China's model of development.Environmental administrative law enforcement is a crucial aspect of the environmental governance system,as it not only ensures the effectiveness of environmental governance but also promotes economic development and transformation.However,China's traditional approach to environmental law enforcement is characterized by a strict and mandatory"command-control"system,which lacks a cooperative and interactive approach.Therefore,it is essential to change the enforcement concept and pursue an ecological approach to environmental law enforcement.According to the challenges faced by environmental administrative law enforcement in China,this article proposes solutions that involve expanding the involvement of multiple parties,changing the enforcement approach,and adopting innovative law enforcement methods.It suggests promoting the vertical reform of environmental administrative institutions,introducing environmental administrative interviews,using flexible law enforcement methods such as environmental administrative contracts,and implementing a strict accountability system that involves the"Party and the government sharing responsibility"to foster the development of ecological environmental administrative law enforcement.
