中国坚决反对在联合国人权机构搞双重标准的若干回顾与评析——写在《维也纳宣言和行动纲领》通过30周年之际

摘　　要：党的二十大将我国在国际社会和外交政策方面多年来一直实行的坚决反对搞双重标准的重要方针和举措首次写入大会的报告中。长期以来,联合国人权机构一直是中国揭露和反对美国及某些西方国家搞双重标准的主要斗争场合。这些国家一贯以双重标准来评判发展中国家的经济、政治、文化和社会体制,完全背弃了联合国所倡导的人权宗旨。党的二十大报告之所以明确强调“反对搞双重标准”,是因为此事关系到国家主权和不干涉内政原则。根据党的二十大精神和习近平总书记关于尊重和保障人权的重要论述,包括中国在内的发展中国家只有坚持自己的发展道路和模式,才能从根本上摆脱西方双重标准的话语体系。中国坚决反对双重标准是全方位的,是为了进一步解决全球人权领域中的乱象。For the fi rst time,the 20th National Congress of the Communist Party of China(CPC)wrote in its report the important policy and measures of fi rmly opposing double standards that China has carried out for many years in international relations.For a long time,UN human rights bodies has been the main venue for China to expose and oppose the double standards practiced by the United States and certain Western countries.These countries have always judged economic,political,cultural and social systems of developing countries with double standards,completely betraying the human rights principles advocated by the United Nations.The reason why the report of the 20th National Congress of CPC explicitly stresses“opposing double standards”is that this issue bears on state sovereignty and the principle of non-interference in internal aff airs.According to the spirit of the 20th National Congress of CPC and President Xi Jinping’s discourses on respecting and protecting human rights,developing countries including China must stick to their own development paths and models,in order to fundamentally get rid of the discourse system of Western double standards.China’s firm opposition to double standards is all-dimensional and aims to further resolve the chaos in the fi eld of global human rights.
