双轨动员与协同治理:专项治理行动中有效动员的机制与策略——基于C市自建房安全专项整治的实证研究

摘　　要：专项治理作为一种具有中国特色的治理手段,因其强大的资源动员能力和绩效合法性而被广泛运用,后权威时代专项治理面临着“官动民不动”的治理困境,影响了专项治理绩效。基于C市自建房安全专项整治行动的田野调查发现:基于科层制层级治理的政治动员和基于社会情理治理的社会动员能有效实现动员,纵向的权威传导与横向的认同建构是双轨动员与协同治理的实现机制,经由双轨动员与协同治理实现了“官动民也动”,提升了专项治理效能,改善了政府与社会关系,实现了社会治理目标。As a governance method with Chinese characteristics,special governance is widely used because of its strong resource mobilization ability and performance legitimacy,and special governance in the post-authoritative era faces the governance dilemma of“officials moving the people without moving”,which affects the performance of special governance.The fieldwork based on the special rectification action of self-built housing safety in City C found that political mobilization on the basis of hierarchical governance of bureaucracy system and social mobilization based on social rational governance can effectively achieve the mobilization goal,vertical authority transmission and horizontal identity construction are the realization mechanism of dual-track mobilization and collaborative governance,and through dual-track mobilization and collaborative governance,the government and the people are also moved,the efficiency of special governance is improved,the relationship between the government and society is improved,and the goal of social governance is achieved.
