摘　　要：通过引入DIIS(数据收集-信息揭示-综合研判-形成方案)理论,运用内容分析法和PMC(策略建模一致性)指数模型对副省级城市的数据治理政策进行分析。研究发现,地方政府数据治理政策整体设计科学、目标明确、效力良好,采取了多样化的政策手段。不过,仍存在政策工具运用不均衡、非政府主体参与不足、政策性质单一、数据类型多样性有待加强等问题。据此,应持续优化政策工具在结构与空间上的协调配置,充分发挥多元主体的积极作用,加强政策的反馈性、预测性和稳定性。Based on DIIS(data-information-intelligence-solution)theory,the data governance policies of sub-provincial cities are analyzed using the content analysis method and PMC(policy modeling consistency)index model.It is found that the overall design of local government data governance policies is scientific,with clear objectives and good effectiveness,and diversified policy means are adopted.However,there are some problems such as unbalanced use of policy tools,insufficient participation of non-governmental subjects,single policy nature,and diversity of data types to be strengthened.Accordingly,it is suggested to continue to optimize the coordinated allocation of policy tools in structure and space,give full play to the positive role of multiple subjects,and strengthen policy feedback,predictability,and stability.
