均衡发展视角下我国构建国家区域医疗中心价值内涵和推进路径

摘　　要：基于均衡发展视角,运用内容分析法,从历史逻辑、现实逻辑、理论逻辑3个维度对构建国家区域医疗中心的价值内涵和推进路径进行分析。提出国家区域医疗中心是破解我国医疗资源非均衡性布局的重大创新实践,是满足人民群众日益增长的健康需求的资源整合载体,是构建卫生健康现代化治理体系的试验田。在具体推进路径上要加强国家区域医疗中心的顶层设计和统筹规划,健全管理体制和运行机制为其赋能新动力,强调精准定位和能力提升,持续发挥区域医疗辐射带动作用,全面推进国家区域医疗中心的高质量发展。Based on the Perspective of Balanced Development,the value connotation and promotion path of Na⁃tional Regional Medical Center from three dimensions of historical logic,realistic logic and theoretical logic respec⁃tively were analyzed by content analysis.It is proposed that National Regional Medical Center is a significant innova⁃tion practice to address the unbalanced distribution of medical resources in China,a carrier of resources integration to meet people’s increasing health needs,and a test field for building a modern health governance system.Specific promotion paths include strengthening the top-level design and overall planning of National Regional Medical Cen⁃ters,improving the management system and operation mechanism,emphasizing precise positioning and ability im⁃provement,which are expected to continue to play the leading role of regional medical radiation and comprehensive⁃ly promote the high-quality development of National Regional Medical Center.
