摘 要:委省共建是推进国家医学中心和国家区域医疗中心建设的有效途径。在委省共建具体工作落实中各省进展情况不同,各项条款落实程度不同,运行机制还不够健全,多元主体之间的协同互动性尚未有效建立,共建过程中政策碎片化、落实不畅,共建共享效能有待提升,各主体协同治理机制建设有待加强。分析委省共建协同机制的主体结构和影响因素,梳理部分省(区、市)委省共建国家医学中心和国家区域医疗中心的典型经验,提出通过加强价值协同、权责一致、治理创新和考核监督等举措,完善委省共建国家医学中心和国家区域医疗中心协同治理机制的建议。The co-construction of National Health Commission and provinces is an effective way to promote the construction of National Medical Center and Regional Medical Center.However,in the implementation of specific work,the progress and degree of implementation vary among provinces,and there are problems such as the lack of pertinence and realization path in the process of policy implementation,insufficient or lagging investment of terri⁃torial governments,unclear responsibilities of relevant departments and inadequate implementation of policies.It is necessary to further strengthen the building of collaborative governance mechanisms among various stakeholders.It is proposed that it should reinforce the measures of value coordination,clear rights and responsibilities,incentive integration and supervision and monitoring to improve the National Medical Center and National Regional Medical Cen⁃ter collaborative governance mechanism.
