三明医改经验推广中利益相关者的利益整合研究

摘　　要：深化医药卫生体制改革过程中涉及众多利益相关者的利益冲突,三明医改整合内外部利益相关者的利益关系,转变医疗主体的利己观念,医改成效显著。三明医改经验的全国推广已进入深水区,其核心经验是利益整合,而利益关系调整不当会阻碍三明医改经验的推广。结合利益相关者理论,从内部、外部和内外部之间的角度对三明医改的利益整合进行分析,总结三明医改利益整合的逻辑路径,构建新时期医改的利益整合路径:政府元治理主导改革方向、利益相关者社会信任强化合作治理、多元治理主体间制约平衡与监督,在新时期医改背景下,为三明医改政策经验的全国深入推广提供思路。The process of medical and health system reform involves the conflict of interest of many stakeholders.Sanming medical reform integrates the interest relationship of internal and external stakeholders,transforms the egoistic concept of medical subjects,and achieves remarkable results.The national promotion of Sanming’s experience has entered in uncharted waters,and the interest integration is the core experience of Sanming’s medical reform.Improper adjustment of interest relations will hinder the promotion of Sanming’s experience.Combined with stakeholder theory,it analyzes the interest integration from the perspectives of internal and external,also the relationships between the two,and puts forward the logical path of benefit integration of Sanming medical reform.The path of interest integration of medical reform in the new era:the reform direction dominated by government meta-governance,the strengthening of cooperative governance by stakeholders’social trust,and the balance and supervision between multiple governance subjects,provides ideas for the in-depth promotion of the policy experience of Sanming medical reform in the new era under the background of medical reform.
