摘　　要：县域足球协会具有特定的价值功能和发展定位,是足球治理组织体系的基层支点,落实足球改革决策的“末梢神经”,夯实足球社会基础的一线阵地,县域社会治理格局的有机组成和县域体育产业发展的促动力量。县域足球协会的主要职责是普及推广足球运动,联系团结县域足球力量,培育中国足球的文化植被。核心业务包括县域业余足球竞赛的组织举办,足球力量的登记注册,足球专业人才的培养输送,足球场地的建设共享以及足球文化活动的设计实施。提出推动县域足球协会发展的路径思考:政策供给突出“基层导向”,改革推进突出“协会导向”,协会建设突出“治理导向”。County soccer associations have specific values,functions and developmental positioning,which are the grassroots organizations of the soccer governance organization system,the“peripheral nerves”for the implementation of soccer reform decisions,the base of the social foundation of soccer,a part of the county’s social governance pattern,and the impetus for the development of the county’s sports industry.The main responsibilities of the county football associations are to popularize and promote soccer,to contact and unite the soccer forces in the county,and to develop the culture of Chinese soccer.The core business includes holding amateur soccer competitions,the registration of soccer forces,the cultivation and delivery of soccer professionals,the construction and sharing of soccer venues,and the design and implementation of soccer cultural activities.The paper proposes that the policy should highlight the“grassroots-oriented”features,reform promotion should highlight the“association-oriented”features,and association construction should highlight the“governance-oriented”features.
