试论我国大学权力校院两级配置

摘　　要：大学权力是指大学内部依法获得的为建立管理秩序并实现大学功能而产生的一种规制性支配力。大学权力具有属于不同于其他组织权力的特殊属性,主要表现为大学权力性质的文化性、大学权力运作的共治性、大学权力关系的松散性,正是这些特性在很大程度上影响了大学权力校院两级配置的基本内容。学院权力来源于大学内部权力结构固有安排中依法享有的权力以及基于管理重心下移的分权。University power refers to a kind of regulatory power obtained by the university according to law to establish management order and realize university functions.University power has special attributes that are different from other organizational powers,which are mainly manifested in the cultural nature of university power,the co-governance of university power operation,and the loose relationship between university power.It is precisely these characteristics that affect the basic content of the two gradation of university power to a large extent.The college power comes from the power enjoyed by law in the inherent arrangement of the university's internal power structure and the decentralization based on the downward shift of the management focus.
