摘 要:土壤环境基线与背景值均可代表未受污染前的环境状态,在介绍二者于环境污染管理中异同的基础上,通过10起土壤环境污染案例基线及背景值计算结果比对,分析二者在数据与应用意义上的差异。结果表明:基线与背景值在小尺度区域调查内容上与应用方向相似;基线数值往往高于背景值且二者有明显统计趋势,常规对照数据组基线均高于背景值,涉及部分未检出或剔除异常值对照数据组的基线数值则均低于背景值;与2020年前超背景值20%的损害确定条件相比,新基线核实存在环境损害所需的污染物浓度普遍降低,打击环境污染行为的力度有所增强。Both soil environmental base lines and background values can represent the environmental state before contaminated.This paper analyzes the difference between baseline and background value in the data and application sense through the calculation process and comparison results of environmental baseline and background value of 10 cases of soil heavy metal pollution.The results show that:The baseline and the background value are mainly similar in the investigation content of the small-scale area to the application direction.The baseline value is often higher than the background value and there is an obvious statistical trend between the two.The baseline value of the routine control data group is higher than the background value,and the baseline value of some undetected or outlier control data groups is lower than the background value.Compared with the damage determination conditions of 20%above the baseline(background value)before 2020,new baseline calculation and damage determination method is stricter than in the past.The lower pollutant concentration can confirm the existence of environmental damage,and the intensity of cracking down on environmental pollution.
