河北省推进乡村振兴与巩固脱贫攻坚有效衔接机制研究

摘　　要：脱贫攻坚与乡村振兴两大战略的衔接具有可能性和必然性。目前对两大战略的逻辑关系及两大战略有效衔接的路径研究相对比较充分,但现有研究中对两大战略有效衔接的机制体制研究、政策对接研究等还不够充分,无法很好地指导实践。该文通过分析脱贫攻坚与乡村振兴的内在逻辑关系,探索两大战略有效衔接的结合点,构建机制研究框架。结合河北省两大战略有效衔接发展现状,有针对性地对河北乡村振兴体制机制建设提出建议,一是要明确各方职责,加强部门优化重组;二要增强政策普惠性,逐步缩小地区政策差异;三要建立考核评价体系,强化考核评价机制。The convergence of the two strategies of poverty alleviation and rural revitalization is possible and inevitable.At present,the research on the logical relationship between the two strategies and the path of the effective connection of the two strategies is relatively sufficient,but the existing research on the mechanism and system of the effective connection of the two strategies and policy docking is not enough to guide the practice.By analyzing the inherent logical relationship between poverty alleviation and rural revitalization,this paper explores the combination of the effective connection of the two strategies and constructs the research framework of the mechanism.Based on the current situation of the effective convergence of the two strategies in Hebei Province,this paper puts forward the following suggestions on the construction of the system and mechanism of rural revitalization in Hebei Province.First,it is necessary to clarify the responsibilities of all parties and strengthen the optimization and reorganization of departments.Second,it is necessary to enhance the universality of policies and gradually narrow regional policy differences.Third,it is necessary to establish an assessment and evaluation system and strengthen the assessment and evaluation mechanism.
