摘 要:通过监察体制改革,我国形成了以党内问责为核心、监察问责为主体、行政问责为补充的联合问责模式。监察问责作为新兴的一种问责类型,与党内问责之间主体交叉,对象重合,情形相似,很多规定还有待于厘清。本研究在明确监察问责与党内问责衔接的理论基础上,突出问责的合理性判断,从对象、程序、手段三方面探讨了党内问责与监察问责的衔接问题,以促进纪法贯通。Through the reform of supervision system,China has formed a joint accountability model with internal party accountability as the core,supervision accountability as the main body and administrative accountability as the supplement.As an emerging type of accountability,supervisory accountability has many provisions to be clarified.In addition,intra-party accountability and supervision accountability have overlapping subjects,overlapping objects and similar situations.On the basis of a clear theoretical basis for connecting supervision and accountability with intra-party accountability,the reasonableness of accountability is highlighted,and the cohesion between intra-party accountability and supervision and accountability is discussed in terms of objects,procedures and means,so as to promote the integration of discipline and law.
