摘　　要：针对美英澳三国高调启动的核潜艇合作,中国军控与裁军协会、中核战略规划研究总院7月20日联合发布研究报告《危险的合谋:美英澳核潜艇合作的核扩散风险》。这是中国学术机构首次公开发布关于美英澳核潜艇合作的专题研究报告,通过翔实的数据与事例,客观分析了美英澳核潜艇合作造成的严重核扩散风险和多重危害。报告主笔提炼该研究报告核心内容形成此文,交由本刊登载,传达中国智库和学者对于美英澳核潜艇合作带来核扩散风险的关注,传递维护世界和平与安全的正义声音。《不扩散核武器条约》(NPT)第十次审议大会主席斯劳维宁近日表示,美英澳三边安全伙伴关系(AUKUS)已经引发多国严重关切。美英澳不顾国际社会关切,执意推进核潜艇合作,并极力为自身行为辩解。三国此举将开启核武器国家向无核武器国家转让武器级核材料的危险先例,是赤裸裸的核扩散行径,国际社会对此必须高度警惕。In response to the high-profile nuclear-powered submarine collaboration initiated by the United States,the United Kingdom and Australia,the China Arms Control and Disarmament Association and the China Institute of Nuclear Industry Strategy on July 20 jointly released the research report A Dangerous Conspiracy:The Nuclear Proliferation Risk of the Nuclear-powered Submarines Collaboration in the Context of AUKUS.It is the first special report on AUKUS submarine collaboration published by Chinese academic entities.Through detailed data and examples,it objectively analyzes the serious nuclear proliferation risks and multiple hazards caused by the AUKUS submarine collaboration.This article,penned by the authors of the report,recounts its main theses.It voices the concern of Chinese think-tanks and scholars about the nuclear proliferation risks incurred,and calls for safeguarding world peace and security.
