摘　　要：文章分析了当前基层水资源管理在职能落实、专业化水平、管理基础条件等方面存在的问题,针对水资源管理体系“上大下小”的局面,从合理调整县级水资源管理职能定位方面,提出强化基层水资源管理的总体思路。最后,提出强化县级水资源管理机构建设、进一步深化对乡镇水资源管理的指导、切实加强基层水资源管理能力建设等建议。This article analyzes problems existing in primary-level water resource management from three aspects,namely,the fulfillment of functional responsibilities,professionalism,and basic conditions for management.In response to the current situation of the water resource management system,this article proposes an overall idea of strengthening primary-level water resource management by properly adjusting the functions of county-level water resource management organizations.Finally,this article offers suggestions including strengthening the development of county-level water resource management institutions,further deepening guidance on water resource management in townships,and effectively enhancing primary-level water resource management capability building.
