惠民公共政策出台缘何遭“冷遇”?——基于新浪微博平台三孩政策转发评论的数据分析

摘　　要：公共利益是政府出台公共政策的逻辑起点与善治追求。但从公共行政的实践来看,部分惠民公共政策的出台并未得到民众的支持与理解,甚至引发民众对政府的信任危机。本研究以新浪微博平台人民日报官方微博三孩政策的转发评论为样本,通过朴素贝叶斯模型和LDA主题模型提取、分析民众转发评论的情感倾向与主题分布,透视三孩政策出台阶段遭受民众“冷遇”的深层原因。研究发现,三孩政策的出台深嵌于新媒体构建的公共话语空间,民众对于政策的解读不仅局限于政策内容本身,更是对政策发布平台话语的多重情绪共振。因此,在自媒体多元化的深度参与背景下,任何政策的出台不再是政府的独白,应借助社交媒体这一天然对话属性,聚焦民众对政策的关注,实现民众对惠民公共政策的认同,助推政策落地。Public interest is the logical starting point and pursuit of good governance for the government to introduce public policies.However,from the practice of public administration,the introduction of some public policies that benefit the people has not received public support and understanding,and even triggered a crisis of trust in the government among the public.This study takes the forwarded comments of the official Weibo Three Children policy of the People’s Daily on the Sina Weibo platform as a sample,and extracts them through the naive Bayesian model and the LDA Topic model,to analyze the emotional tendency and theme distribution of the public’s forwarded comments,and to see the deep reason why the Three Children policy was ignored by the public at the stage of its introduction.Research has found that the introduction of the three child policy is deeply embedded in the public discourse space constructed by new media.The public’s interpretation of the policy is not only limited to the policy content itself,but also a multiple emotional resonance of the discourse of the policy release platform.Under the background of diversified and deep participation of Personal media,the introduction of any policy is no longer a monologue of the government.We should use social media,the natural dialogue attribute,to focus the attention of the public on the policy,cultivate their cognitive inclination of public policy,and promote the implementation of policy.
