提高战伤救治时效性,构建“救治前移体系”

摘　　要：提高战伤救治时效性已成为军队卫勤建设的重要目标。在战争形态、国内外局势和武器装备水平不断变化的形势下,需要对传统阶梯救治理论进行变革,因此,提出构建“救治前移体系”的卫勤理论。“救治前移”的要素包括时间前移、空间前移、技术前移和专家前移,取首字母缩写又称“双TS体系”:时间和地点前移满足“时”的要求;技术和专家前移达到“效”的目的。构建“救治前移体系”能够提升“体系化”的战伤时效救治能力。在运用救治前移理论时应注意避免盲目救治前移和“重技术、轻勤务”现象,同时处理好外军经验和军队实际的关系,并关注未来战争发展形态的影响。The time-effectiveness of war wound treatment has become an important goal of the military’s health service development.In the situation of continuously evolving warfare patterns,domestic and foreign situations,and the level of weaponry and equipment,it is necessary to reform the traditional theory of step-by-step rescue and treatment.The health service theory of building“forward-shifting rescue and treatment system”,which includes forward shifting in time,space,technology,and specialists is proposed,abbreviated as the“Double TS System”.Forward-shifting in time and space will satisfy the requirement of“timeliness”,while technology and specialists are shifted forward to achieve the goal of“effectiveness”.In this way,the forward-shifting rescue and treatment system facilitates the“systematic”,timely,and effective treatment of war wounds.When implementing forward-shifting rescue and treatment,shifting treatment should be stood clear of blind forward,the phenomenon of attaching importance to technology while neglecting service should be avoided,the relationship between the experience of foreign troops and the reality of our military should be handled,and the development forms of future warfare should be pay attention to.The reference for improving the ability of time-effectiveness rescue and treatment in our military by this research is hoped to provide.
