垃圾分类制度、环境认知与农户垃圾处理意愿研究

摘　　要：农村生活垃圾治理是改善农村人居环境的关键,对促进乡村高质量发展具有重要意义。文章基于安徽省铜陵市枞阳县部分农村地区居民的调研数据,采用多元有序Logit模型进行回归分析,探讨生活垃圾分类制度在农户环境认知水平的中介作用以及社会支持的调节作用下对农户生活垃圾处理意愿的影响。结果表明:(1)当生活垃圾分类制度越完善,实施程度越高时,农户会受此影响更积极将生活垃圾进行处理。(2)农户的环境认知水平在生活垃圾分类制度与农户生活垃圾处理意愿中起着部分中介作用,其中农户分类制度认知更能影响其垃圾处理行为。(3)社会支持会在垃圾分类制度与农户环境认知水平之间起着重要调节作用,当生活垃圾分类制度实施程度相当时,高社会支持的农户比低社会支持的农户环境认知水平更高。基于此,提出以下建议:(1)建立一个全国统一的分类制度,同时各地区再因地制宜制订相应的细分政策。(2)利用信息传播渠道来加强对农户的宣传教育,提升其环境保护意识。(3)政府要加强垃圾分类的基础设施建设,给予农户强有力的支持力度。Rural household waste management is the key to improving the rural living environment and is of great significance for promoting high-quality rural development.This article is based on survey data from residents in the rural areas of Zongyang Coun⁃ty,Tongling City,Anhui Province.Multiple ordered Logit models are used for regression analysis to explore the mediating effect of household waste classification system on farmers’environmental awareness level and the moderating effect of social support on their willingness to dispose of household waste.The results indicate that:(1)when the household waste classification system is sound and the implementation level is high,the farmers willingness is actively affected to treat household waste;(2)the farmers’en⁃vironmental awareness plays a partial mediating role in both the waste classification system and their willingness of disposal;in ad⁃dition,the farmers’awareness of the classification system of waste more likely to affect their waste disposal behavior;(3)social sup⁃port plays an important regulatory role between the waste classification system and farmers’environmental awareness level.When the implementation level of the household waste classification system is equivalent,farmers with high social support have a higher level of environmental awareness than those with low social support.Based on this,the following suggestions are proposed:(1)estab⁃lish a nationwide unified classification system,and at the same time,formulate corresponding subdivision policies tailored to local conditions in each region;(2)utilize information dissemination channels to strengthen publicity and education for farmers and en⁃hance their environmental protection awareness;(3)the government should strengthen the infrastructure construction of waste clas⁃sification and provide strong support to farmers.
