乡村振兴背景下农户可行信息能力组成要素、评价与对策建议

摘　　要：【目的/意义】可行信息能力是农户信息增收内生动力的直接体现,是保障可持续脱贫的基本一环,有助于数字乡村振兴良性发展。【方法/过程】在对可行信息能力进行科学界定基础上,采用DID、DDD模型,对我国网络精准扶贫政策以来农户可行信息能力及其组成要素进行评价。【结果/结论】结果显示:建档立卡脱贫户可行信息能力、信息意识能力、信息搜寻能力、信息判断能力、信息使用能力分别显著提升了7%,17.3%,8.9%,3.9%和6.6%。从异质性分析来看,建档立卡脱贫户中男性群体相比女性群体其可行信息能力、信息意识能力和信息挖掘能力更强;年龄越大其信息的搜寻能力和使用能力越弱,但其信息判断能力却显著更强;有智能终端设备和家庭入网的除了信息挖掘能力增强外,其他能力反而更弱;家庭人均收入越高的其可行信息能力等六方面都显著越强;家庭劳动力越多其可行信息能力、信息搜寻能力以及信息使用能力反而越弱;西北地区其可行信息能力等方面都相对越弱;地区发展水平越高其可行信息能力、信息意识能力和信息使用能力越强;区域平台支持力度越大的省份其信息搜寻和使用能力更强。【创新/局限】积极探讨了农户可行信息能力及其组成要素,并进行了实证评价;对于组成要素间的传导关系有待进一步研究。【Purpose/significance】The information capability is the direct embodiment of the endogenous motive force of farmers'infor⁃mation income increase,and contributing to the healthy development of digital rural revitalization.【Method/process】Based on the sci⁃entific definition of information capability,this paper uses DID and DDD model to evaluate the information capability and its compo⁃nents of farmers since the policy of network precision poverty alleviation in our country.【Result/conclusion】the results showed that the information capability,information awareness capability,information searching capability,information judgment capability and infor⁃mation using capability of the registered card poverty alleviation households increased by 7%,17.3%,8.9%,3.9%and 6.6%,but the information mining capability is not significant.According to the analysis of heterogeneity,the information capability,information awareness capability and information mining capability of male group is stronger than that of female group;The older they are,the weaker their information searching capability and using capability is,but their information judgment capability is significantly stron⁃ger;Contrary to common sense,the information mining capability is stronger with smart terminals and home internet access,but other capabilities are weaker;The higher the per capita income,the stronger the information capability;The more the household labor force,the weaker its information capability,information searching capability and information using capability are;The information capability of the northwest region is relatively weaker;The higher the level of regional development,the stronger the information capability,infor⁃mation awareness capability and information using capability;The greater the regional platform support,the stronger the information searching capability and information using capability.【Innovation/limitation】This paper discusses the information ability of farmers and its components,and makes an empirical eva
