东亚区域价值链重构的新进展与应对策略

摘　　要：东亚地区是全球生产网络中最为活跃的地区,受多重因素影响,东亚国家参与全球价值链呈现新的态势,东亚地区贸易增加值区域化不断加深,在全球价值链分工网络中趋于短链化,数字化转型加速了东亚区域价值链的分工演进。构建东亚区域价值链,符合东亚国家的共同利益和战略诉求,但域外因素对东亚价值链的冲击加剧,东亚区域价值链重构面临一定的不确定性;东亚价值链重构也会引发东亚国家间更加激烈的国际竞争;各国数字经济发展程度参差不齐,影响东亚区域价值链的数字化转型进程。为了更好地应对东亚区域价值链重构面临的障碍和风险,东亚国家应把握全球价值链重构的时机,主动推进域内各国进行有序的价值链分工与合作,通过构建更具包容性的区域价值链,强化区域价值链体系的韧性和互补性,推进东亚区域价值链数字化转型,这对东亚国家实现产业向全球价值链高端跃升具有重要意义。As the most active region in the global production network,East Asia has been influenced by multi-ple factors,and East Asian countries have shown a new trend in participating in the global value chains.The re-gionalization of trade value added in East Asia continues to deepen,and it tends to be short-chain in the global val-ue chain division.The digital transformation has accelerated the evolution of the division in the East Asian regional value chains.Building the East Asian regional value chains are in line with the common interests and strategic de-mands of East Asian countries,but the impact of external factors on the East Asian value chains is intensifying,and the reconstruction of the East Asian regional value chains faces certain uncertainties.The reconstruction process of the East Asian value chains will also trigger more intense competition among East Asian countries.The degree of digital economy development varies among countries,affecting the digital transformation process of the value chains in East Asia.In order to better avercome the obstacles and risks faced by the reconstruction of the value chains in the East Asian region,East Asian countries should seize the opportunity of global value chains reconstruction,ac-tively promote orderly division and cooperation in the value chains among countries within the region,strengthen the resilience and complementarity of the regional value chain system,and promote the digital transformation of the regional value chains in East Asia,which is of great significance for East Asian countries to elevate their industries to the high range of the global value chains.
