利益相关者视域下体医融合工作模式的现实问题与优化路径——以南京市为例

摘　　要：“政策引领、服务供给、人民受益”是南京市体育系统与医疗系统合作推进体医融合服务落实的流程。通过专家访谈法、实地调查法、文献资料法,以利益相关者理论分析南京市体医融合现状,发现南京市体医融合工作模式存在管理主体体医合作机制不完善、服务主体体医资源投入不均衡、服务对象运动促进健康认同感低等现实问题,提出优化设计方案:运用行政手段、立法手段和技术手段解决体医融合管理问题;完善利益激励机制,促进体医复合型人才培养,改善资源投入不均衡问题;多途径开展体育健身活动,强化积极体育卫生观念,改善运动促进健康认同感低问题。“Policy guidance,service supply and people benefit”is the process of cooperation between Nanjing sports system and medical system to promote the implementation of sports-medical integration services.Through the methods of expert interview,field investigation and literature,the present situation of sports-medical integration in Nanjing is analyzed by stakeholder theory.It is found that there are some problems in the working mode of sports-medical integration in Nanjing,such as imperfect sportsmedical cooperation mechanism of management subject,uneven input of“sports and medicine”resources of service subject,low sense of health identity promoted by service object movement and so on.Put forward the optimized design scheme:using administrative means,legislative means and technical means to solve the problem of sports-medical integration management.It should improve the reasonable interest incentive mechanism,promote the training of sports and medical talents,improve the imbalance of resource investment;carry out physical fitness activities in various ways,strengthen the positive concept of sports health,and improve the low sense of identity of sports to promote health.
