对外缔结RTA数字贸易规则能否促进本国产业数字化发展

摘　　要：文章利用跨国行业面板数据,考察一国对外缔结RTA数字贸易规则对本国产业数字化的影响。研究表明:RTA数字贸易规则覆盖率水平提高主要促进了国外数字投入,也能够通过促进国内数字投入推动本国产业数字化发展,中间品贸易成本削减、中间品技术含量提升和数字监管环境优化效应是重要影响渠道;数字知识产权条款对产业数字化促进效应大于电子商务和数据相关条款;RTA数字贸易规则覆盖率水平提高对数字特征行业的数字化促进效应更为显著,其他制造业和服务业次之;北方国家规则广度扩大和南方国家规则深度提高分别具有更强的促进作用,与不同类型伙伴国缔结RTA数字贸易规则也存在异质性效果;更加完善的数字基础设施发展环境有利于RTA数字贸易规则对产业数字化促进效应的发挥。Using the panel data of transnational industries,this paper investigates the impact of a country's conclusion of RTA digital trade rules on the digitization of its domestic industries.The research shows that the improvement of the coverage level of RTA digital trade rules mainly promotes foreign digital input and can also advance the digitization development of domestic industries through promoting domestic digital input,and the reduction in intermediate trade costs,the improvement of intermediate technology content and the optimization of digital regulatory environment are the important influencing channels;the promotion effect of digital intellectual property clauses on industrial digitization is greater than that of e-commerce and data related clauses;the improvement of the coverage level of RTA digital trade rules has a more significant promotion effect on the digitization of the industries with digital characteristics,followed by other manufacturing industries and service industry;the expansion of the rules in the northern countries and the deepening of the rules in the southern countries have greater promotion effect,and the conclusion of RTA digital trade rules with different types of partner countries also has heterogeneous effects;a better environment for digital infrastructure development is conducive to exerting the promotion effect of RTA digital trade rules on industrial digitization.
