摘　　要：不确定事件与周期波动使世界经济发展出现失衡,各国制度设计与实施差异成为经济分化的重要影响因素。基于此,文章将论证视角定位在经济结构、政策实施、金融发展三个维度下的国家制度质量指标体系构建层面,通过31个指标对全球51个国家2010~2021年的分维度与综合维度制度质量进行评价,之后依据制度质量与经济分化程度将不同国家划分为四大类型:稳定发展型、经济赶超型、经济衰退型与分化拉大型。中国以其面对国际不确定冲击时具有的高效应对能力成为稳定发展型国家代表,制度上“经济+政策+金融”合力发展是在全球经济失衡背景下快速复苏的关键,制度优势累积和经济体系与金融系统的韧性为未来经济持续稳定发展奠定了基础。Uncertain events and periodic fluctuations have caused the imbalances in global economic development and the differences in the institutional design and implementation among the countries have become the important factor affecting economic differentiation.Based on this,this paper focuses on the construction of national institutional quality index system from the perspectives of economic structure,policy implementation and financial development.It evaluates the sub-dimension and comprehensive-dimension institutional quality of 51 countries worldwide from 2010 to 2021 with 31 indicators,and divides these countries into four major types according to institutional quality and economic differentiation degree:stable development type,economic catch-up type,economic recession type and differentiation enlargement type.China has become a representative of the stable-development countries because of its efficient response to the impact of international uncertainty.The institutional joint development of“economy+policy+finance”is the key to the rapid recovery in the context of global economic imbalance.The accumulation of institutional advantages and the resilience of economic and financial systems lay the foundation for the sustainable and stable economic development in the future.
