摘　　要：基层服务机构是基本公共服务提供的最终单位,依据第四次全国经济普查资料数据,从法人单位和从业人员两个角度,对基本公共服务提供单位的总体和区域分布均衡性进行分析。研究发现:(1)法人单位分布呈现总量有限且以基本公共教育和基本劳动就业创业为主特征;(2)从业人员分布呈现参与规模不足且主要集中在基本公共教育特征和基本医疗卫生领域特征;(3)法人单位和从业人员与常住人口匹配不均,缺口现象普遍;(4)地区分布差异悬殊,京津冀、长三角等重要城市群占领基本公共服务供给高地,长江经济带呈现双缺口状。Grassroots service organizations are the ultimate units in providing basic public services.Based on the data of the fourth National economic census,this paper analyzes the balance of the overall and regional distribution of basic public service providers from the perspectives of"legal entity"and"employee".Research results findings of this paper show that:Firstly,the distribution of legal entities is"limited in total and mainly focused on"basic public education"and"basic labor,employment and entrepreneurship";Secondly,the distribution of practitioners shows that the scale of participation is insufficient and mainly concentrated in the fields of'basic public education'and'basic medical and health';thirdly,corporate units and employees are not matched equally with the resident population,and the gap is common;Lastly,the regional distribution is greatly different,the Beijing-Tianjin-Hebei city cluster and the Yangtze River Delta city cluster occupy the leading positions in the supply of basic public services,and the Yangtze River Economic Belt shows a double gap.
