论信用投放的公平正义性

摘  要:信用投放是信用经济发展的动力源,但信用投放存在公平正义性问题。市场上的纯商业信用投放模式没能顾及弱势群体的利益,不符合公平正义原则;社会信用体系支撑的社会信用投放,本质是将守信记录经济价值化,也存在公平正义性问题。不当的信用投放模式会助长贫富差距拉大,固化社会阶层,拉大东西部地区和城乡经济差距,等等。解决非公平正义性信用投放问题,需要建立一套注重取得社会效益的、与商业化信用投放并行的公益性信用投放系统。Though credit issuing is the driving force of credit economy growth,it is faced with the problem of fairness and justice.The purely commercial credit issuing model in the market fails to take into account the interests of the disadvantaged groups and is not in line with the principle of fairness and justice.The social credit issuing supported by the social credit system,which is essentially the economic valorization of trustworthy records,also faces the problem of fairness and justice.Inappropriate credit delivery models can contribute to widening the gap between the rich and the poor,solidifying social classes,widening the economic gap between east and west,urban and rural areas,etc.We need to establish a public welfare credit issuing system,parallel to commercial credit issuing system,that focuses on achieving social benefits in order to solve the problem of lack of fairness and justice in credit issuing.
