摘　　要：公安派出所工作主动融入基层社会治理是“共建共治共享”的应有之义,也是学界有待揭开的治理“黑箱”。通过以HK派出所村警警务实践为样本,遵循组织与制度的分析进路,聚焦于“主动融入”面相。公安派出所工作“主动融入”存在外部机遇和内在偏好,并且在二者之间存在“机遇—转化”逻辑。表现为对“复杂政策”的地方解读与转译,对组织资源的注意力“戴帽”竞争和借力,对社会力量的行政性吸纳和非正式动员等系列行为策略。公安派出所工作实现“主动融入”,不仅仅是简单的政策出台、经费投入和人员发动,对基层警务政策的整体性设计、行政管理体制的系统性改革和社会服务质量的基础性转向才是进路所在。The proactive integration of police station work into grass-roots social governance is the proper meaning of"co-construction,co-governance and sharing",and is also the"black box"of governance to be uncovered by the academies.Through taking the practice of village police in HK police station as a sample,following the analysis approach of organization and system,focusing on the proactive integration strategy.The study found that there were external opportunities and internal preferences for the proactive integration of police station work,and an"opportunity-transformation"logic between the two.It is manifested in a series of behavioral strategies,such as local interpretation and translation of complex policies",the"hat on"competition and borrowing of organizational resources,and administrative absorption and informal mobilization of social forces.The realization of proactive integration in the work of the police station is not only a simple policy introduction,funding and personnel launch,but also the overall design of the grass-roots police policy,the systematic reform of the administrative management system and the basic transformation of the quality of social services.
