公共产品视域下数字化公版文献资源供给研究

摘　　要：公版文献是历史文化传统和文化资源的主要载体,其公共版权设置初衷在于维护公共利益和确保文化延续。对公版文献资源进行数字化开发,不能过于倚重市场,而应由公共部门主导,强化公共产品属性,使之成为公共文化服务的基础性资源。当前公版文献资源数字化公共产品供给存在主体不强、内容不全、保障不足的困境,应通过资源整合做强供给主体,推进开发拓展供给内容,加强统筹完善供给保障,实现公版文献资源社会效益最大化。Public copyright literature is the main carrier of historical traditions and cultural resources,the original intention of its public copyright setting is to safeguard public interests and ensure cultural continuity.The digital development of the public copyright literature resources should not rely too much on the market,but should be led by the public sector to strengthen the attributes of public goods,so that they can become the basic resources of public cultural services.At present,the supply of digitized public goods of the public copyright literature resources has the dilemma of weak subject,incomplete content and insufficient guarantee.The solution is to strengthen the supply subject through resource integration,expand supply content by promoting development,improve supply guarantee by strengthening overall planning,and maximize the social benefits of the public copyright literature resources.
