摘　　要：在纷纭复杂、林林总总的犯罪变化中,犯罪基本行为方式发生了其最具本质特征的变化,以非接触性为本质特征、共同属性和共同标签的新形态犯罪所占的比重越来越大,而公安基层派出所侦查办案机制却没有做到与之相适应,严重制约了公安派出所工作的良性发展。在犯罪主动防控方面,环境犯罪学理论具有一定的前瞻性,是被实践证明为行之有效的理论体系,公安基层派出所在日常工作中需要主动借鉴环境犯罪学理论的相关理论内容,在其指导下通过采取措施提高基层派出所犯罪防控能力与效果,要求基层派出所科学合理地调整构建办案机制,深入调查研究,对警力资源进行合理配置,充分发挥警力资源的效能,实现社会治安的无增长改善,从而着力夯实国家安全和社会稳定基层基础,营造充满活力的派出所工作新业态。In the complex changes of crime,the basic behavior of crime has undergone changes in the essential characteristics.The proportion of new forms of crime with non-contact as the essential characteristics,common attributes and labels is increasing,while the investigation mechanism of grassroots police stations have not adapted to it,which seriously restricts the sound development of the work.The theory of environmental criminology is a forward-looking and effective theoretical system in the active prevention and control of crime.Grassroots police stations need to actively learn from relevant theoretical content in their daily work to improve the ability and effect of crime prevention and control.Therefore,grassroots police stations are required to adjust and construct case-handling mechanism scientifically and reasonably,conduct in-depth investigation and research,rationally allocate police resources,give full play to their effectiveness,and realize the improvement of social security without growth,so as to consolidate the national security and the grassroots foundation of social stability,and create a new format of police station work.
